SMC also has minority certification from MDOT, Del-DOT and Baltimore City. SMC Corporate Headquarters are located in Edgewood, Maryland. The core business specializes in heavy construction and general contracting. The company focus is on Federal, State and Local government contracts. In the past 16 years, SMC has successfully managed over 300 projects valued at nearly $100 million. Our company has specialized in heavy civil site work, utility, vertical building, new construction, repair, renovation, (D/B) Design/Build, Construction Management and (IDIQ) Indefinite Delivery Indefinite Quantity multi year projects for U.S. government, state and municipal facilities since 1995. Our years of experience and enhanced capabilities will deliver the rapid response and flexibility that makes contracting successful. SMC received the 2006 8(a) Contractor of the Year Award from the SBA Baltimore District Office. The Governor’s Office of Minority Affairs (OMA) announced that Stella M. Miller, President of Stella May Contracting, Inc., was named one of Maryland’s Top 100 Minority Businesses for both 2006 and 2008. This program is designed to salute Maryland’s best minority and women business owners and to highlight their achievements. Harford County Chamber of Commerce awarded Stella May Contracting, Inc. the 2008 Harford Award for the Industrial Category. Stella May Contracting, Inc. also earned in 2008 the Greater Baltimore Committee “Bridging the Gap” Achievement Award. Stella was also a finalist for the 2008 President’s Award “Bridging the Gap” sponsored by the Greater Baltimore Committee. Most recently Stella was awarded the 2009 Brava Smart CEO Award and was also named a 2009 “Award Finalist” for Enterprising Women Magazine. Stella May Contracting Inc. has implemented extensive safety, quality control and environmental programs to facilitate making Stella May Contracting, Inc. a premier General Contractor. These programs have earned Stella May Contracting Inc. excellent reviews from the (USACE) US Army Corp of Engineers, Social Security Administration and other current clients. Stella May Contracting is especially gratified by earning an Experience Modifier Rating (EMR) of .91 for the year 2011 for their excellent safety record. We have worked in many capacities ranging from General Contractor, Design/Builder, Prime Contractor, and even Subcontractor. This wide variety of delivery system participation allows us to view the construction process from a multitude of perspectives and manage the process effectively, efficiently, and fairly. Corporate Bonding:SMC’s bonding program currently supports a single project of $10,000,000.00 and a combined aggregate of over $20,000,000.00. SMC bonding program is currently being upgraded to even higher limits but have not been set for the 2011 construction season. Developed Associations:SMC as a minority that has graduated from the 8(a) program and has excelled in learning how to graduate up the ranks from a small firm doing less that $250,000, SMC has developed a culture of helping other construction firms. Over the last few years SMC has developed and is currently developing associations with different business classifications to allow SMC to grow to Large Business status while helping develop small minority business.
