Stella May Contracting (SMC) is pleased to present this capability statement in response to Sources Sought.
SMC is certified by the Small Business Administration as 8(a) Small Disadvantaged, Woman Owned. SMC also has minority certification from MDOT, Del-DOT and Baltimore City. SMC Corporate Headquarters are located in Edgewood, Maryland.
The core business specializes in heavy construction and general contracting. The company focus is on Federal, State and Local government contracts. In the past ten years, SMC has successfully managed over 250 projects valued at nearly $85 million. Our company has specialized in heavy civil sitework, new construction, repair and renovation projects at U.S. government, state and municipal facilities since 1996. Our years of experi¬ence and enhanced capabilities will deliver the rapid response and flexibility that makes contracting successful.
SMC has received the 8a Contractor of the Year Award from the Baltimore SBA for 2006 on November 3, 2006. On September 22, 2006 The Governor’s Office of Minority Affairs (OMA) and The Daily Record announced that Stella M. Miller, President of Stella May Contracting, Inc. located in Edgewood has been named one of Maryland’s Top 100 Minority Businesses for 2006. This program is designed to salute Maryland’s best minority and women business owners and to highlight their achievements.

Corporate Bonding:
SMC’s bonding program currently supports a single project of $5,000,000.00 and a combined aggregate of $10,000,000.00. SMC bonding program is currently being upgraded to even higher limits but have not been set for the 08 construction season.
Comments:
SMC’s would prefer contacts be site or state specific. Knowing our boundary limits allows SMC to give the client the dedicated service SMC can provide to our service area. SMC current service area runs the Interstate 95 corridor from New Jersey/Delaware area to the Washington DC area. Depending on the specifics (meets SMC core businesses) of the project SMC is willing to provide service to all the areas as listed under Areas.
