We accomplish this through training, awareness, and empowering our team with the knowledge needed to identify and mitigate hazards before they become risks.

Safety at Stella May starts at the top. The Safety Department reports directly to the CEO, ensuring safety is represented in every strategic decision we make. Our executive team participates in weekly safety conversations, conducts regular jobsite visits, and personally leads two companywide Safety Stand Downs each year.

Leadership is present, engaged, and committed. And because the tone at the top drives the culture in the field, our teams feel supported—never ignored and never alone.

Our Safety Approach

Stop Work Authority for Everyone: Every employee, regardless of role, has full authority to stop work anytime conditions are unsafe. This is more than a policy—it is a cultural expectation and a responsibility we all share.

Human Performance in Action: We use Human Performance tools to strengthen communication, reduce errors, and enhance situational awareness. These principles help our teams understand how people make mistakes and how to prevent them—before those mistakes put anyone at risk.

Knowledge-Driven Hazard Identification: We believe that safety begins with understanding. Each day, crews take time to review the job, identify hazards, and develop mitigation strategies tailored to the work ahead. Knowledge is the most powerful tool we offer.

Incident Evaluation Beyond OSHA Metrics: Without sharing internal details, we can confidently state:

“We evaluate incidents based on potential severity and learning value, not just classification. This allows us to focus on preventing serious injuries and improving performance across all levels.”

Innovation That Reduces Risk: We invest in technology that removes people from hazardous environments—including remote-operated excavation equipment designed to eliminate exposure during high-risk tasks. This is the highest form of protection: eliminating the hazard altogether.

Quality Control (QC)

Quality = Safety

Skilled craftsmanship is the foundation of safe performance. Quality work protects our employees, our clients, and the communities around us. When work is done right the first time, we reduce rework, minimize exposure, and deliver reliable results that stand the test of time.

Quality and Safety are not separate priorities—they are inseparable pillars of the same mission.

Our QC Approach

Daily Field Integration: Our QC team splits their time between verifying completed work, supporting crews during installations, and helping train employees to ensure consistency and craftsmanship. They are present where it matters—on the job, side-by-side with our teams.

Multi-Level Verification: Each completed installation moves through a structured review process:
Foreman → Superintendent → Project Management → VP → COO
This multi-layer oversight ensures accuracy and alignment with client expectations.

Tools and Processes: We utilize a suite of quality tools, including:

  • Digital QC inspections
  • GIS mapping and photo documentation
  • Specialized checklists for gas, water, electric, trenchless, and overhead work
  • Substation-specific QC protocols
  • Concrete, pipe, and civil testing procedures
  • Preconstruction planning to eliminate issues before work begins

These systems promote consistency, reliability, and long-term performance.

QC Success Story

In late 2024, one of our gas main replacement projects was evaluated by the client and identified with approximately 80 items requiring rework. In response, we strengthened our QC processes and expanded our QC team.

During the next review—covering the largest section of main and services installed—the findings were reduced to just 8 items.

This result demonstrates not only improvement, but commitment. We learn from every project, and we use those lessons to grow stronger.

Core Safety Certifications Supported by Stella May

Red Cross First Aid | CPR | AED: Every employee has access to American Red Cross First Aid/CPR/AED certification, enabling them to respond quickly and confidently in emergency situations. These life-saving skills are reinforced through refresher courses, scenario-based training, and companywide safety stand-downs.

OSHA 10-Hour & 30-Hour Training: Field employees complete OSHA 10-Hour Construction training, while leadership and supervisory personnel complete OSHA 30-Hour courses. These programs form the foundation of our safety expectations and reinforce hazard recognition, risk reduction, and regulatory compliance.

Competent Person Certifications: Stella May provides advanced training for designated Competent Persons, including:

Competent Person – Excavation & Trenching: Employees learn soil classification, protective systems, trench inspections, and emergency response protocols. Competent Persons are trained to recognize hazards and have the authority to stop work if conditions are unsafe.

Competent Person – Fall Protection: Training includes identifying fall hazards, selecting proper equipment, inspecting systems, and enforcing safe practices around elevated work areas and unprotected edges.

These certifications ensure safe decision-making on every jobsite.

Confined Space & Energized Confined Space Entry

Confined Space Training: Employees are trained in hazard identification, atmospheric monitoring, ventilation systems, communication protocols, and rescue procedures for confined and enclosed spaces.
Energized Confined Space Entry Program: Stella May has a specialized program for energized confined space entry, which includes enhanced classroom training, scenario-based practice, and certification before any task authorization is granted.

Only employees who successfully complete this program—and demonstrate ongoing competency—are permitted to perform work in energized confined spaces. This program reflects our commitment to eliminating and controlling the highest-risk conditions in the field.

Utility & Equipment Certifications

Operator Qualifications (OQ): Stella May trains and evaluates employees in all required OQ tasks across gas, electric, water, and telecom environments. OQ training includes:

  • Classroom instruction
  • Hands-on demonstrations
  • Practical field evaluations
  • Digital credential tracking through QR-coded ID badges
  • Requalification cycles to maintain compliance

Heavy Equipment Operator Training: We operate motion-activated simulators for:

  • Excavators
  • Mini Excavators
  • Wheel Loaders
  • Skid Steers

With force-reactive controls, vibration, realistic sound, and immersive environments, these simulators allow operators to learn safely—before stepping onto live equipment.

Signature Programs

Maryland-Registered Heavy Equipment Operator Apprenticeship: One of the only non-union HEO Apprenticeship Programs in the region. Graduates receive a Maryland Department of Labor Journeyman HEO credential, recognized statewide and in many other states. This program represents our commitment to long-term workforce development.

Leadership Development & College Partnerships: Stella May is working in partnership with local colleges to offer accredited leadership development courses designed for individuals stepping into roles such as crew leaders, foremen, superintendents, and project support staff.
