Overview of Stella May’s Services
Heavy Civil – Earthwork and Utilities Construction
Stella May performs Heavy Civil construction work under Civil Scopes Earthwork Utilities. Earthwork scopes include site protection, excavation, grading, backfilling, dewatering, temporary restorations, and more. Utility scopes may be divided into “Wet” Utilities (water mains, storm water management drainage systems, sanitary sewers) or “Dry” Utilities (gas utilities, vaults, manholes, conduit, simple and complex duct banks systems).
Substation Civil Construction
Substation Civil Construction incorporates foundation modifications and/or installation, environmental protection, structure demolition, excavation and backfill, construction entrance road, storm sewer basins, manholes, grading, seeding or vegetation restoration, stormwater retention, grounding installation, fencing repair and/or replacement, conduit installations, and more. Substation Civil work takes place within a substation property and uses a Substation “civil” crew. Due to special risks or circumstances, team members must have substation clearances to access the site.
Natural Gas Distribution Construction
Natural Gas scope includes working in Urban and Suburban settings, and Gas Team members are required to obtain various levels of Operator Qualification (OQ) certifications for specific tasks within the scope.

Electric Transmission & Distribution Construction
Stella May’s work with transmission underground includes installation and/or repair of conduit duct banks, concrete-encased duct banks, equipment vaults, and manholes. The work may also involve jack and bore or directional drilling and mass excavations requiring complex sheeting and shoring for safety and support.
Distribution underground involves but is not limited to installing manholes and hardware, dewatering, sidewalk vaults, specialty or difficult shoring situations, conduit installations/repairs, and tie-ins.
Distribution overhead work entails working at heights up to 65’ for utility pole installations, replacements, or removals and may include equipment such as conductors, wire and service drips, transformers, switches, capacitors,
Each of these scopes often take place within an urban setting and is performed by Civil crews. Working within an urban setting, such as Baltimore City, often entails deciphering outdated drawings for underground utility locations, locating hidden utilities underground, and updating drawings with markups to include current locations/conditions, and showing the work that has been completed.
