Project Manager, Overhead

Position Summary

The Overhead Utilities Project Manager is responsible for the successful planning, execution, and completion of overhead electrical distribution, transmission, and telecommunications infrastructure projects. Reporting to the Vice President of Project Management, this position oversees all phases of utility construction projects, including scheduling, budgeting, resource allocation, subcontractor coordination, safety compliance, and client relations. The Project Manager works closely with utility owners, engineers, field supervisors, linemen, and contractors to ensure projects are completed safely, on schedule, within budget, and in accordance with contract requirements and industry standards

ESSENTIAL JOB DUTIES

• Plan, manage, and oversee overhead electrical distribution, transmission, and telecommunications construction projects from initiation through closeout.
• Coordinate and schedule field operations with General Foremen, Foremen, Linemen, Groundmen, Operators, and subcontractors to ensure project milestones are achieved.
• Manage project budgets, forecasts, cost controls, change orders, and financial reporting throughout the project lifecycle.
• Procure utility materials and equipment, including poles, conductors, transformers, insulators, telecommunications hardware, guying systems, and associated infrastructure.
• Interpret construction drawings, staking sheets, utility standards, engineering specifications, and contract documents to ensure proper project execution.
• Coordinate outages, switching schedules, line energization activities, and utility customer requirements.
• Ensure compliance with utility owner standards, OSHA regulations, NESC requirements, environmental regulations, and company safety programs.
• Monitor project productivity, quality, and safety performance while implementing corrective actions as necessary.
• Review and negotiate contracts, subcontracts, purchase orders, and vendor agreements to achieve cost-effective project delivery.
• Lead project meetings with utility clients, engineers, inspectors, municipalities, and internal stakeholders.
• Manage project documentation, including RFIs, submittals, permits, change orders, schedules, daily reports, and as-built documentation.
• Support field personnel in resolving construction challenges related to overhead line installations, relocations, upgrades, storm restoration, and maintenance activities.
• Develop and maintain project schedules utilizing Primavera P6, Microsoft Project, or equivalent scheduling software.
• Oversee project closeout activities, including final billing, customer acceptance, and turnover documentation.
• Perform other duties as assigned.

COMPETENCIES & REQUIREMENTS

• Bachelor’s degree in Construction Management, Engineering, Utility Management, or related field and 5-7 years of utility construction project management experience; OR
• High School Diploma/GED and 8-10 years of progressively responsible experience in overhead utility construction, linework, telecommunications construction, or project management.
• Extensive knowledge of overhead electrical distribution and transmission systems, telecommunications infrastructure, utility construction methods, and line extensions.
• Experience managing utility construction crews, subcontractors, and multiple concurrent projects.
• Strong understanding of OSHA regulations, NESC standards, utility safety practices, and right-of-way construction requirements.
• Experience with project documentation, including RFIs, submittals, contracts, change orders, purchase orders, and billing processes.
• Proficiency in project scheduling software such as Primavera P6 or Microsoft Project.
• Experience with utility and construction management software such as Viewpoint Vista, Procore, PlanGrid, SAP, or similar systems.
• Ability to read and interpret utility construction drawings, staking sheets, line design packages, specifications, and engineering plans.
• Strong leadership, organizational, communication, and problem-solving skills.
• Experience supporting storm restoration, emergency response, and utility outage coordination preferred.
• Valid Driver’s License with the ability to travel regularly to project sites and utility service territories
